베를린 근교, 1942년

베를린은 제국의 수도로서 독일에서 유태인 생활의 중심지이자 유럽에서 유태인을 학살하는 결정인 최종 해결(The Final Solution)을 계획한 중심지였다. 1942년 1월, 회의가 열린 베를린 남서부의 휴양지 이름을 딴 반제 회의가 열렸다. 나치당, SS 및 독일 제국의 고위급 간부들이 만나서 소위 "유태인 문제점에 대한 최종 해결"을 조율하고 결정했다. 이 회의에서, 고위급 간부들은 SS가 학살 프로그램을 시행하고 유럽의 유태인들을 점령지 폴란드로 이송한 후에 학살할 것이라고 보고를 받았다.
